Give priority to name in export when both --name and --force are passed

I thought that I needed to use both because the dataset I wanted to export was not expired, but when using both force takes precedence so I accidentaly reexported all datasets, which was not my intention.

Maybe we should rename --force in --all ? I think it should be clearer
